THE ARMSTRONG MASSEY RALLY 2000

Foreword

Welcome to the fifth ARMSTRONG MASSEY RALLY.

Following on from the increasing success of the previous four Armstrong Massey Rallies, Beverley & DMC and Buccaneer MSC are once again pleased to be able to offer competitors the unique challenge of the Armstrong Massey Rally.

This year sees the event re-introduced into the Kent Cams ANCC Northern Stage Championship, as well as remaining a round of the EMAMC First Fit Stage Rally Championship, the Phoenix Awards ANEMMC Stage Rally Championship, and of course the Larkspeed Yorkshire League.

We have made a number of adjustments to the route this year, resulting in the likely running of no less than 18 stages over five venues, covering a total of approximately 68 stage miles. All this has been achieved without any real increase in road distance, remaining around 125 miles.

In order to make life easier and more enjoyable for support crews, we have returned to the popular idea of centralised servicing at Breighton Airfield. This tarmac service area is immediately adjacent to four of the stages, and should prove a popular spectating point for any service crews with time on their hands.

Both the start and finish venues will be the same as last year, starting at our sponsor Armstrong Massey's Land Rover dealership on the A64 at Bilborough near York, and finishing at Brantingham Park, Elloughton approximately 10 miles west of Hull on the A63.

Although prices are endlessly rising, we have managed to keep the entry fee at what we believe to be the lowest for any multi-venue stage rally in the region. Providing entries are received in good time the entry fee will be only £195. A full management pack will be included free of charge. Please make sure that you read the section of the regs regarding the stepped entry fees. In addition, all entries withdrawn before 1st July will be refunded in full, guaranteed.

We will also be continuing with our pioneering use of the Internet within rallying, by offering paperless entries via our web site at http://bdmc.org.uk. This site contains a full set of regulations, and will have an entry list updated daily once entries start to be received. It will also contain final instructions and a full set of results immediately after the event.

We hope that, once again, you will have a cracking day's motorsport at the Armstrong Massey Rally.

THE ARMSTRONG MASSEY RALLY 2000

Supplementary Regulations

1.Beverley & District Motor Club Ltd and Buccaneer Motor Sports Club will organise a multi-venue stage rally, "THE ARMSTRONG MASSEY RALLY" on Sunday 9th July 2000 starting at Armstrong Massey, York, (Map Reference 105/535458) and finishing at Brantingham Park, Elloughton (Map Reference 106/943287).
2.The meeting will be governed by the General Regulations of The Royal Automobile Club Motor Sports Association Ltd., (incorporating the provisions of the International Sporting Code of the FISA), these Supplementary Regulations and any other written instructions that the organising clubs may issue for the event.
3.MSA Permit number 2190 has been issued. Authorisation of a Motoring Event on the Public Highway will be posted on the official notice board.
4.The event is open to:
a)All fully elected members of the organising clubs.
b)Members and registered championship contenders of the following:-
i)Association of Northern Car Clubs
ii)Association of North East Midland Motor Clubs
iii)Association of North East & Cumbria Car Clubs
iv)East Midland Association of Motor Clubs
5.All competitors must produce a valid competition licence, club membership card, and championship registration card (if applicable).
6.The event is a round of:-
a)The Phoenix Awards ANEMMC Stage Rally Championship (2000/0048)
b)The EMAMC First Fit Stage Rally Championship (2000/0016)
c)The Kent Cams ANCC Northern Stage Championship (2000/0060)
d)The Larkspeed Yorkshire League
7.The programme of the meeting will be:-
Scrutineering will be from 3pm until 9pm on Saturday 8th July, and from 7am on Sunday 11th July at the start venue. Competitors are requested to indicate on the entry form if they would be unable to attend either of the scrutineering sessions. As scrutineering time on Sunday will be limited, preference will be given to crews whose entries are received first. Individual times for scrutineering will be notified in the Final Instructions and must be observed. Any competitor not signed on by one hour before his due start time as notified in the Final Instructions may be excluded. First car starts at 08:21, and finishes at approximately 16:40.
8.The route will be defined by tulips in a detailed Road Book, although OS Landranger maps 105 and 106 may be useful. The event will contain approximately eighteen stages with a total mileage of approximately 68 miles, and approximately 125 road miles. Some stages may be lapping stages, and some may require cars to start at 30 second intervals. The start procedure will be as K 25.12 except that a 30 second warning may not be given. The stages will be timed to an accuracy of less than one minute in accordance with K 26.4.7, and will consist of tarmac and concrete roads, and loose surface tracks.
9.The event will consist of five classes as follows:-
Class ACars up to and including 1300cc
Class BCars over 1300cc but no more than 1600cc
Class CCars over 1600cc but no more than 2000cc
Class DCars over 2000cc
Class ECars first registered on or before 31st December 1979
Competitors whose cars qualify for class E may choose whether to run in this class or in the appropriate capacity class. Competitors will only be allowed to run in class E if the car is considered by the Chief Scrutineer to be mainly of original design. Cars with extensive modern modifications must run in classes A to D.
All vehicles must comply with MSA Technical Regulations, must have a current MSA log book, tax disc and MOT certificate if legally required, all of which must be produced at scrutineering and documentation. All cars must be insured. (See SR 27)
In order to reduce complaints and preserve the venues for future use, the organisers have decided to impose the following restriction:-
"Any vehicle which constantly backfires may be excluded. If any vehicle is modified or fitted with a device which may cause backfiring it must be disabled at all times."

Replicas will be presented to both crew members. Named awards remain the property of the organising clubs, and must be returned after eleven months, or earlier if requested. No competitor may win more than one award.
11.The entry list opens on publication of these regulations and closes for seeding at 10am on 1st July 2000, with late entries accepted until 10pm on 6th July 2000. The entry fee is £195 until 17th June, £210 from 18th June until 10am on 1st July, and £230 thereafter. All entries must be made on the official entry form and accompanied by the appropriate fee. Payment may be made in two instalments if entry is made before 1st July, one cheque for £100 normally dated, and one cheque for the remainder dated 1st July 2000. Both cheques must be sent with the entry form. For competitors with Internet access, entries may also be submitted via the appropriate page of the B&DMC web site (bdmc.org.uk), where full instructions are given.

Entries will only be accepted on receipt of a fully completed entry form (either paper or via the web site), and the entry fee. Cheques should be made payable to Beverley & District Motor Club Stages Rally. Entries may be made by fax or e-mail providing that an entry form and entry fee are posted on the same day. Entries made via the web site do not require a paper form to be posted as well.
13.The maximum entry for the meeting is 100, plus 20 reserves. The minimum is 60. The maximum and minimum for each class is open. Should the minimum figure not be reached, the organisers reserve the right to cancel the meeting.
Entries will be selected in order of receipt. A total of 40 entries will be reserved for competitors in any of the four championships in SR.6 until 17th June. Competitors will be seeded according to past performance. Competitors numbers will not be modified once published.
Any entries withdrawn before 10am on 1st July will be refunded in full. Entries withdrawn after this date will only be refunded if the entry is filled by a reserve. Notice of withdrawal of an entry may only be made by post, fax or e-mail to the Secretary of the Meeting. Should the event for whatever reason be cancelled, all entry fees will be refunded.

15.Provisional results will be published as soon as possible following the end of the event, on the official notice board.
16.Any protest must be lodged in accordance with O 5.
17.Entrants will be supplied with a Road Book and Time Cards at signing on.
These documents will provide all the information necessary to enable competitors to comply with K 25. The road book will contain a description of the stages. The stage routes will also be marked with arrows and if there is any discrepancy the arrows will be considered correct. No protest will be accepted based upon any differences.
18.Competitors will be identified by competition numbers on each front door, and by rally plates on the front and back of the car. These will all be provided by the organisers. All identification must be removed immediately following retirement, and at the end of the event.
Competitors' attention is drawn to the definition of Competition Numbers in E 11.3.11.
19.Marking and penalties will be as printed in K 31 plus the following offences which carry the penalty of exclusion:-
a)Short-cutting as defined in SR 24.
b)Depositing of litter by crew or service crew.
c)Making a mark on a time card, except where specifically allowed.
d)Making excessive sound other than when driving on a special stage.
e)Driving at more than 15mph other than on a special stage or public road.
f)Competitors or service crew anywhere other than where instructed.
g)Driver wearing helmet on a public road.
h)Excessive backfiring (See S.R.9)
20.Checks will be established during the event to monitor sound. Cars failing the sound test will not be permitted to continue unless satisfactory repairs are made. Pace note searches may also be undertaken; competitors found with pace notes will be excluded and reported to the MSA, as the creation of Pace Notes threatens our venues.
21.To be classed as a finisher a crew must visit all controls within their maximum lateness in the vehicle in which they started the event, submit a damage declaration form, and have not incurred a penalty of exclusion. Crews who retire will be required to submit a damage declaration form to the Secretary of the Meeting within 72 hours, excepting crews who have been involved in an accident, who must provide details of the incident to the relevant stage commander before leaving the stage. Any crew which does not submit a damage declaration form within 72 hours of the end of the event will be liable for a fine of £100, and will be reported to the MSA. Maximum lateness will be 20 minutes during the first part of the event, and 30 minutes thereafter. Specific details will be provided in the Final Instructions.
22.Should there be any discrepancy regarding a recorded time, the organisers will use appropriate means to establish the correct times. Any adjustment caused by a timekeeping error must be made at the control in question, and signed by the timekeeper concerned. It is the competitor's responsibility to obtain a correct, legible time and a timekeeper's signature at all controls.
Should the organisers deem it fairer, a stage's times may be excluded from the official results.
All official times and distances are deemed to be correct.
23.All named officials are appointed Judges of Fact to report on all rule infringements. Additionally, Judges of Fact will be appointed to report on the following infringements, and lists of these judges will be held at Rally HQ or at each stage start.

24.Short-cutting is defined as:- The driving of a competing vehicle such that one or more wheels comes into contact with the verge at either side of the stage or access road, in such a way that is not as the organisers intended. The definition applies during the entire time the vehicle is at any venue.
25.Servicing will all be at one location, adjacent to a stage. Service vehicles will not be permitted outside the service route as issued at documentation. However, competitors will be permitted to use a management vehicle, which can be no larger than car size (e.g. an Escort van is permitted, as is a Range Rover, but a Transit van is not). These vehicles will be issued with a management plate and management information documentation, and must also follow a defined route. Any competitor receiving assistance other than from a clearly identified management vehicles or service vehicles in approved areas will be classified as receiving unauthorised assistance. Competitors will be required to provide details of all support vehicles as they sign on.
26.Spectators will be permitted at Elvington Airfield and Breighton Airfield only.
27.Third party insurance has been arranged through Bradstock Insurance Brokers Limited. The standard premium is £12.55 per car. In order to compete in the event, drivers must be able to sign one of the declarations below:-
1.I have extended my own motor insurance in accordance with regulation B 9.4.2(b) for this event and require no cover under the Bradstock scheme.
2.I have a Bradstock letter confirming the terms they will cover me.
3.I already hold a valid NES letter but now require cover under the Bradstock scheme. These premiums have not been loaded in the past.
4.I have neither Bradstock nor any valid NES letter, but require cover under the Bradstock scheme. I declare that I have:
4.1.No physical or mental disabilities
4.2.No convictions other than a maximum of six speeding points.
4.3.No more than one fault accident in the last three years.
4.4.and that I am over 18 years old and have held a full licence for at least six months
4.5.No other material facts to disclose.
If you are unable to sign any of these declarations, please indicate on the entry form and we will send you details of how we can arrange cover for you. Please phone the entries secretary separately if you are putting in a late entry.
28.Cut slick tyres will be permitted as defined in R.2. Note that uncut slick tyres are not permitted on Multi-Venue Stage Rallies, and their use will be penalised by exclusion.
29.Final instructions will be issued to competitors not less than two days before the event, and will have the same force as these regulations.
30.Catering facilities (provided by Barbeque Fayre) and toilets will be provided at the service area.
31.The event videographers are MAD Video.
32.The event photographers are M&H Photography.
33.Every year it becomes harder to persuade people to give up their valuable time to act as rally marshals, timekeepers etc. In recognition of the invaluable job that they do, this event has always made a point of saying thank you by providing something useful in return. Last year every marshal received a clipboard and pen, and for 2000 we would like to do something similar. If you would like to help thank the marshals, you may like to consider making a voluntary donation to the marshals' fund along with your entry.
